1344.19 (3) Upon receipt of such certification from another state to the effect
2that the operating privilege or registration of a resident of this state has been
3suspended or revoked in such other state under a law providing for its suspension
4or revocation for failure to deposit security for payment of judgments arising out of
5a motor vehicle accident, under circumstances which would require the secretary to
6suspend a nonresident's operating privilege or registration had the accident occurred
7in this state, the secretary shall suspend the operating privilege of such resident if
8he or she was the operator and all of his or her registrations if he or she was the owner
9of a motor vehicle involved in such accident. The department may accept a
10certification which is in the form of a combined notice of required security and
11suspension order, but shall not suspend a resident's operating privilege or
12registration on the basis of such order until at least 30 days have elapsed since the
13time for depositing security in the other state expired. A suspension or revocation
14of operating privilege under this section shall continue until such resident furnishes
15evidence of his or her compliance with the law of the other state relating to the
16deposit of security, pays the fee fees required under s. 343.21 (1) (j) and (n) and
17complies with the applicable provisions of s. 343.38. A suspension or revocation of
18registration under this section shall continue until such resident furnishes evidence
19of his or her compliance with the law of the other state relating to the deposit of
20security, pays the fee required under s. 341.36 (1m) and satisfies the requirements
21of sub. (3m).
SB40-SSA1, s. 3419g 22Section 3419g. 344.45 (1) of the statutes is amended to read:
SB40-SSA1,1445,423 344.45 (1) Whenever a person's operating privilege or registration is suspended
24under this chapter, the department may order the person to surrender to the
25department his or her operator's license and the registration plates plate of the any

1vehicle or vehicles for which registration was suspended. If the person fails
2immediately to return the operator's license or registration plates plate to the
3department, the department may direct a traffic officer to take possession thereof
4and return them to the department.
SB40-SSA1, s. 3419r 5Section 3419r. 344.55 (2) of the statutes is amended to read:
SB40-SSA1,1445,136 344.55 (2) The department may not issue a registration plates plate for such
7a vehicle unless there is on file with the department a certificate of insurance
8showing that the vehicle is insured in compliance with sub. (1). No such policy may
9be terminated prior to its expiration or canceled for any reason unless a notice thereof
10is filed with the department at least 30 days prior to the date of termination or
11cancellation. The department shall suspend the registration of a vehicle on which
12the insurance policy has been terminated or canceled, effective on the date of
13termination or cancellation.
SB40-SSA1, s. 3425 14Section 3425. 345.47 (1) (c) of the statutes is amended to read:
SB40-SSA1,1445,2515 345.47 (1) (c) If a court or judge suspends an operating privilege under this
16section, the court or judge shall immediately take possession of the suspended license
17and shall forward it to the department together with the notice of suspension, which
18shall clearly state that the suspension was for failure to pay a forfeiture, plus costs,
19fees, and surcharges imposed under ch. 814. The notice of suspension and the
20suspended license, if it is available, shall be forwarded to the department within 48
21hours after the order of suspension. If the forfeiture, plus costs, fees, and surcharges
22imposed under ch. 814, are paid during a period of suspension, the court or judge
23shall immediately notify the department. Upon receipt of the notice and payment
24of the reinstatement fee fees under s. 343.21 (1) (j) and (n), the department shall
25return the surrendered license.
SB40-SSA1, s. 3429b
1Section 3429b. 346.50 (2) of the statutes is amended to read:
SB40-SSA1,1446,132 346.50 (2) Except as provided in sub. (3m), a motor vehicle bearing a special
3registration plate issued under s. 341.14 (1) or (1r) (a) to a disabled veteran or on his
4or her behalf is exempt from any ordinance imposing time limitations on parking in
5any street or highway zone and parking lot, whether municipally owned or leased,
6or both municipally owned and leased or a parking place owned or leased, or both
7owned and leased by a municipal parking utility, with one-half hour or more
8limitation but otherwise is subject to the laws relating to parking. Where the time
9limitation on a metered stall is one-half hour or more, no meter payment is required.
10Parking privileges granted by this subsection are limited to the disabled veteran to
11whom or on whose behalf the special plates were plate was issued and to qualified
12operators acting under the disabled veteran's express direction with the disabled
13veteran present.

7designates the vehicle as a vehicle used by a person with a physical disability.

16for the transportation on a vehicle or combination of vehicles of loads exceeding
17statutory length or weight limitations over any class of highway for a distance not
18to exceed 11 miles from the Michigan-Wisconsin state line, except that a vehicle or
19combination of vehicles transporting exclusively peeled or unpeeled forest products
20cut crosswise, wood chips, or forestry biomass may operate under such a permit
21anywhere upon USH 2 in Iron County or Ashland County or upon USH 2 in Bayfield
22County from the Ashland County line through Hart Lake Road, in the town of Iron
23River,
if the vehicle or combination of vehicles is traveling between this state and
24Michigan and does not violate length or weight limitations established, as of April
2528, 2004, under Michigan law. If the roads desired to be used by the applicants

1involve streets or highways other than those within the state trunk highway system,
2the application shall be accompanied by a written statement of route approval by the
3officer in charge of maintenance of the other highway.
SB40-SSA1, s. 3435v 4Section 3435v. 349.13 (1m) of the statutes is amended to read:
SB40-SSA1,1452,175 349.13 (1m) In addition to the requirements under s. 346.503 (1m), the
6department, with respect to state trunk highways outside of corporate limits and
7parking facilities under its jurisdiction, and local authorities, with respect to

16issued by the other jurisdiction which designates the vehicle as a vehicle used by a
17physically disabled person.
SB40-SSA1, s. 3436 18Section 3436. 349.19 of the statutes is amended to read:
SB40-SSA1,1453,3 19349.19 Authority to require accident reports. Any city, village, town or
20county may by ordinance require the operator of a vehicle involved in an accident to
21file with a designated municipal department or officer a report of such accident or
22a copy of any report required to be filed with the department. All such reports are
23for the confidential use of such department or officer and are otherwise subject to s.
24346.73, except that this section does not prohibit the disclosure of a person's name
25or address, of the name or address of a person's employer or of financial information

1that relates to a person when requested under s. 49.22 (2m) to the department of
2workforce development children and families or a county child support agency under
3under s. 59.53 (5).
SB40-SSA1, s. 3437 4Section 3437. 350.055 of the statutes is renumbered 350.055 (1) and amended
5to read:
SB40-SSA1,1453,236 350.055 (1) The department shall establish a program of instruction on
7snowmobile laws, including the intoxicated snowmobiling law, regulations, safety
8and related subjects. The program shall be conducted by instructors certified by the
9department. The department may procure liability insurance coverage for certified
10instructors for work within the scope of their duties under this section. For each
11person who is under the age of 16 years, the program shall include 6 hours of
12classroom instruction, and the instructor may provide to the person up to 2
13additional hours of instruction on a snowmobile as to how it is actually operated.
14Each person satisfactorily completing this program shall receive a snowmobile
15safety certificate from the department. The department shall establish by rule an
16instruction fee for this program. An instructor conducting a program of instruction
17under this section shall collect the instruction fee from each person who receives
18instruction. The department may determine the portion of this fee, which may not
19exceed 50%, that the instructor may retain to defray expenses incurred by the
20instructor in conducting the program. The instructor shall remit the remainder of
21the fee or, if nothing is retained, the entire fee to the department. The department
22shall issue a duplicate certificate of accomplishment to a person who is entitled to a
23duplicate certificate of accomplishment and who pays a fee of $2.75.
SB40-SSA1,1454,3 24(2) A person who is required to hold a valid snowmobile safety certificate may
25operate a snowmobile in this state if the person holds a valid snowmobile safety

1certificate issued by another state or province of the Dominion of Canada and if the
2course content of the program in such other state or province substantially meets
3that established by the department under this section.
SB40-SSA1, s. 3453m 4Section 3453m. 440.03 (9) (b) of the statutes is amended to read:
SB40-SSA1,1454,235 440.03 (9) (b) A recommended change to each fee specified under s. 440.05 (1)
6for an initial credential for which an examination is not required, under s. 440.05 (2)
7for a reciprocal credential and under s. 440.08 (2) (a) for a credential renewal if the
8change is necessary to reflect the approximate administrative and enforcement costs
9of the department that are attributable to the regulation of the particular occupation
10or business during the period in which the initial or reciprocal credential or
11credential renewal is in effect and, for purposes of the recommended change to each
12fee specified under s. 440.08 (2) (a) for a credential renewal, to reflect an estimate of
13any additional moneys available for the department's general program operations,
14during the budget period to which the biennial budget request applies, as a result of
15appropriation transfers that have been or are estimated to be made under s. 20.165
16(1) (i) prior to and during that budget period. In preparing its recommendations
17under this paragraph, the department shall utilize timekeeping data tracking the
18allocation of staff hours to administrative and enforcement activities relating to each
19regulated profession from the 4 most recent years in which the department collected
20the timekeeping data for the entire year.
The department may not recommend an
21initial credential fee that exceeds the amount of the fee that the department
22recommends for a renewal of the same credential, if no examination is required for
23the initial credential.
SB40-SSA1, s. 3454 24Section 3454. 440.03 (11m) (am) of the statutes is amended to read:

1440.03 (11m) (am) If an applicant specified in par. (a) 1. or 2. is an individual
2who does not have a social security number, the applicant shall submit a statement
3made or subscribed under oath that the applicant does not have a social security

5workforce development children and families. A credential or license issued in
6reliance upon a false statement submitted under this paragraph is invalid.

23(2) (a), a person issued a license under par. (a) and practicing nurse-midwifery shall
24submit to the board on furnished forms a statement giving his or her name,
25residence, and other information that the board requires by rule, with the applicable

1renewal fee specified under s. 440.08 (2) (a). If applicable, the person shall also
2submit evidence satisfactory to the board that he or she has in effect the malpractice
3liability insurance required under the rules promulgated under sub. (5) (bm). The
4board shall grant to a person who pays the fee specified under s. 440.08 (2) (a) for
5renewal of a license to practice nurse-midwifery and who satisfies the requirements
6of this paragraph the renewal of his or her license to practice nurse-midwifery and
7the renewal of his or her license to practice as a registered nurse.
